Job Description
JOB SCOPE: This is a key position that manages specific projects / programs. Operational priorities will be safety, quality, delivery and cost.
 
The Program Manager will be responsible for all aspects of program execution as dictated by the program scope and objectives. This position will work closely with the commercial, technical, and manufacturing functions of SGAMF and will execute all projects on time and on budget. From time-to-time, the Program Manager may be asked to share other operational tasks as assigned by the Executive Director.
 
ESSENTIAL FUNCTIONS:
 
  • Define project scope, goals and Work Breakdown Elements (deliverables) that support business goals in collaboration with senior management and stakeholders.
  • Generate/evaluate Statements of Work.
  • Direct and manage end-to-end program development/execution.
  • Effectively communicate project/program expectations to team members and stakeholders
in a timely and clear fashion.
  • Estimate the resources and participants needed to achieve project goals.
  • Draft and submit budget proposals, and recommend subsequent budget changes
where necessary.
  • When required, negotiate with other department managers for the acquisition of
required personnel from within the company.
  • Assess the need for additional staff and make the appropriate changes if necessary during project cycle.
  • Evaluate and select vendors and subcontractors for effective utilization as needed. In concert with management, delegate tasks and responsibilities to appropriate personnel.
  • Identify and manage project dependencies and critical path.
  • Develop and deliver progress reports, proposals, requirements documentation,
and presentations (examples: CDR, PDR, TIM)
  • Determine the frequency and content of status reports from the project team,
analyze results and troubleshoot problem areas.
  • Proactively manage changes in project scope, identify potential crises, and
devise contingency plans.
  • Supervise project team members and suppliers and influence them to take positive action and accountability for their assigned work.
  • Travel as required to customer/vendor sites for various meetings and to support installations.
  • Build, develop, and grow any business relationships vital to the success of the program/project.
  • Conduct post project reviews and create a recommendations report to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management.
 
 
QUALIFICATIONS:
 
  • BS Degree in industrial, electrical or mechanical engineering or equivalent experience. Master’s Degree in engineering or BS Degree in business administration a plus.
  • Project Management Professional (PMP) certification.
  • Past, present or ability to obtain at least a Secret security clearance.
  • 10 years direct work experience in a project management capacity, including all aspects of process development and execution.
  • Skilled in using Earned Value project management techniques.
  • Knowledge of commercial and FAR/DFAR contacting regulations.
  • Experience implementing/operating with ISO 9001 and/or AS 9100 Quality Managements Systems.
  • Familiar with Microsoft Project®, GANTT, PERT and CPM charts           .
  • Experience at working both independently and in a team-oriented, collaborative environment is essential.
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Reacts to project adjustments and alterations promptly and efficiently.
  • Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.
  • Persuasive, encouraging, and motivating.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Ability to bring projects to successful completion through political sensitivity.
  • Strong written and oral communication skills and strong interpersonal skills.
  • Adept at conducting research into project-related issues and products.
  • Must be able to learn, understand, and apply new technologies.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
