Job Description
The SelectTech Project Manager, reports to the VP of Operations and is a direct position that will be in charge of successfully and profitably managing all aspects of a newly launching multi-year, high profile design build effort that crosses functional engineering disciplines.  The project involves electrical, mechanical, and structural work and requires a technical disciplined approach to ensure successful project execution that is on time and on budget. 

This position plans and develops methods and procedures for implementing the program, directs and coordinates program activities with the customer and company, and exercises control over personnel responsible for specific functions or phases of the program.  This position also selects personnel according to knowledge, skills, abilities, and experience; confers with staff to explain program and individual responsibilities for functions and phases of program; directs and coordinates activities concerned with implementation and carrying out objectives of program; reviews reports and records of activities to ensure progress is being accomplished toward specified program objectives and modifies or changes methodology as required to redirect activities and attain objectives.  From time-to-time, the Project Manager may be asked to share other operations tasks (e.g. proposal preparation, policy/procedure documentation, etc.) as assigned by the VP of Operations.
 

Supervisory Responsibilities (Primarily Matrixed):

  • Oversees a team of managers and analysts to ensure projects are completed on time and to specifications.
  • Delegates work and assignments to team members based on expertise, work experience, and time constraints.

ESSENTIAL FUNCTIONS:
  • Experience working with (or for) DoD SPO Program Management departments or similar design/build Air Force projects.
  • Be familiar with FFP design/build contracts and have an ability to lead teams that evaluate technical requirements across cross functional engineering disciplines.
  • Define scope using a Contract Work Breakdown Structure to translate SOWs and other requirements documents into structured work tasks for contract execution.
  • Generate program planning documents such as PMPs, Risk Management Plans, Configuration Management Plans, Communication Plans, IMPs, IMSs, resource loaded networks, etc. and work with other functional experts to develop other integral planning documents such as SEMPs, Test Plans, ILSPs, Quality Plans, Manufacturing Plans, etc.
  • Lead teams to effectively and efficiently estimate resources required to achieve assigned scope.
  • Partner with a program controller/analyst to draft and submit budgets, and when required, negotiate with other managers for the acquisition or assignment of required program resources.
  • Evaluate and select vendors and subcontractors for effective execution as needed. 
  • In concert with SelectTech executives, assign tasks to appropriate personnel.
  • Develop and deliver progress reports and presentations (e.g. IPR, PMRs, TIMs, etc.).
  • Proactively manage program risk (conduct risk workshops, develop and manage risk registers, develop and execute mitigation strategies to proactively identify and manage risk areas).
  • Build effective teams that actively work to achieve all assigned work tasks.
  • Travel as required to customer/vendor/work performance sites.
  • Build, develop, and grow business relationships vital to the success of assigned programs.
  • Effectively lead teams through all relevant phases (design/development, test, production, sustainment, operations, and closeout) of the assigned program life cycle.
  • Turn lessons learned into best practices and tools for improved project execution.
  • Help business development professionals and company executives generate proposals to organically grow assigned programs (more features for current customers, adapt scope to attract new customers, etc.).

QUALIFICATIONS:
  • BS Degree in any relevant technical or management field.  Advanced degree can be a plus.  Will consider personnel with substantial relevant professional experience in lieu of a degree.
  • PMI Project Management Professional (PMP) certification is desired, but if not certified, must be willing to actively work towards achieving certification within the first year of hire.
  • Active TS (collateral or SCI) clearance is considered a plus and may be required for execution of the program
  • 8+ years of experience in a project or program management capacity; experience in roles other than as an assigned PM will be considered if the experience is very relevant to the opportunity.
  • Possess some basic understanding of the use of fact-based management techniques.
  • Knowledge of and familiarity with commercial and FAR/DFAR contracting regulations – experience with federal ITAR regulations and US State Department licensing is considered a plus.
  • Familiarity with ISO 9001 and/or AS 9100 Quality Management processes & procedures.
  • Familiar with (experience preferred) Smartsheet, Microsoft Project®, GANTT, PERT and CPM charts.
  • Experience working both independently and in team-oriented, collaborative environments.
  • Strong examples of proven analytical and problem-solving performance.
  • Appreciation for, and experience with, integrating personnel with different personality types and communication styles into effective teams.
  • Ability to advocate effectively with company executives, customers, partners to get things done.
  • Strong written and oral communication skills and strong interpersonal skills.
  • Willingness to (and facility for) learning, understanding, and applying emerging technology.
  • Effectively prioritize and execute tasks, even in high-pressure circumstances & environments.
TIMING:
  • Position is available for immediate interviews, with a target start date of 9/15/2021 (start date is negotiable).
